Visit TenderNedWhat is TenderNed?
TenderNed is the official Dutch government e-procurement platform. All Dutch public authorities must use TenderNed to publish and manage tenders above the EU thresholds, and many use it for smaller procurements too.
Unlike portals that only publish notices, TenderNed is a full e-procurement system. You can find opportunities, download documents, ask questions, and submit bids all through the platform.
Who runs it?
TenderNed is operated by PIANOo, the Dutch Public Procurement Expertise Centre, part of the Ministry of Economic Affairs and Climate Policy. It's been the central Dutch procurement platform since 2012.
The platform is part of the Netherlands' broader e-government infrastructure and integrates with TED for EU-wide publication of above-threshold notices.
What contracts are published?
Mandatory:
- All EU above-threshold procurements (published to both TenderNed and TED)
- National procurement notices above Dutch thresholds
Common:
- Below-threshold procurements (voluntary but widely used)
- Framework agreements and mini-competitions
- Market consultations
The Dutch market is known for structured, professional procurement. Notices tend to be detailed and well-organised.
Language requirements
TenderNed operates primarily in Dutch. While some international tenders include English documentation, most notices and requirements are in Dutch. This creates a natural barrier for international suppliers unfamiliar with the language.
That said, the Netherlands is notably international in business culture. Buyers often accept English bids for larger contracts, particularly in IT, consultancy, and technical sectors.
Registration requirements
To bid through TenderNed, you need:
- A TenderNed account (free registration)
- eHerkenning (Dutch digital identity) for bid submission
- Company registration details
The eHerkenning requirement can be a hurdle for non-Dutch companies. It's the Dutch equivalent of a digital signature system, and obtaining one as a foreign business requires some administrative effort.
Strengths
- Complete platform: Publication, documents, Q&A, and submission in one system
- High quality notices: Dutch buyers generally provide detailed specifications
- Good coverage: Widely adopted across all levels of Dutch government
- Structured data: Clean categorisation and search functionality
- Transparent: Award notices and decisions typically well-documented
Limitations
- Dutch language: Most content is in Dutch only
- eHerkenning barrier: Digital identity requirement for bidding
- Registration required: Must create account to access full documents
- Netherlands only: No coverage of other markets

Frequently Asked Questions
Is TenderNed free to use?
Yes, searching and registration are free. You'll need eHerkenning (digital identity) to submit bids, which may have associated costs.
Do I need to speak Dutch to bid?
Most notices are in Dutch, but larger international tenders often accept English. Check each tender's requirements. For the Dutch market, some Dutch capability is generally advantageous.
What is eHerkenning?
eHerkenning is the Dutch digital identity system for businesses, similar to an electronic signature. It's required to submit bids through TenderNed. Non-Dutch companies can obtain eHerkenning through authorised providers.
Does TenderNed include below-threshold contracts?
Yes, many Dutch authorities voluntarily publish below-threshold opportunities on TenderNed, though it's not mandatory for smaller contracts.
