What is GeBIZ?

GeBIZ (Government Electronic Business) is Singapore's centralised e-procurement portal for the entire public sector. Every Singapore government ministry, statutory board, and organ of state uses GeBIZ to publish tenders and manage procurement.

Launched in 2000, GeBIZ was one of the world's earliest comprehensive government e-procurement systems. It remains a model of efficient, transparent public procurement.

Who runs it?

GeBIZ is operated by the Ministry of Finance and managed by the Government Technology Agency (GovTech). It's part of Singapore's broader digital government infrastructure.

The platform serves all Singapore government entities, providing unified publication, supplier management, and contract administration.

What contracts are published?

GeBIZ covers all public sector procurement:

  • Goods: IT equipment, office supplies, vehicles, medical equipment
  • Services: Consulting, IT services, facilities management, professional services
  • Works: Construction, infrastructure, maintenance

All government procurement above S$6,000 is published on GeBIZ, making coverage comprehensive.

Supplier registration

To participate in Singapore government procurement, you need:

  • GeBIZ Trading Partner (GTP) registration
  • Valid business registration
  • SingPass/CorpPass for authentication

Registration requires a fee (around S$150 initially, with annual renewal). This covers access to tender documents, submission capability, and supplier listing.

The Singapore procurement environment

Singapore is known for efficient, transparent procurement:

  • Clear rules: Government Procurement Act and Regulations
  • Low corruption: Consistently ranked among world's least corrupt
  • Efficient processes: Streamlined, digital-first approach
  • International access: GPA member, open to global suppliers

The market is competitive but fair. Quality and reliability are valued alongside price.

GPA membership

Singapore is party to the WTO Government Procurement Agreement, meaning suppliers from other GPA countries (US, EU, Japan, etc.) have guaranteed access to covered procurement. This makes Singapore's government market more accessible to international suppliers than many Asian markets.

Strengths

  • Comprehensive coverage: All government procurement in one place
  • Transparent: Clear processes and published award information
  • Efficient: Well-designed, functional platform
  • English language: All content in English
  • Good data: Historical tenders and awards accessible

Limitations

  • Registration fee: Paid GTP registration required to bid (unlike many free portals)
  • CorpPass requirement: Singapore digital identity needed for authentication
  • Agency-specific processes: Some agencies have additional pre-qualification requirements
  • Document formats: Tender documents sometimes in specific formats requiring particular software
