What is BOAMP?

BOAMP, the Bulletin Officiel des Annonces des Marches Publics (Official Bulletin of Public Procurement Announcements), is France's official journal for public procurement notices. It's the French equivalent of the UK's Contracts Finder or the EU's TED, but specifically for the French market.

Who runs it?

BOAMP is operated by DILA (Direction de l'Information Legale et Administrative), a government agency under the French Prime Minister's authority. DILA also runs the Journal Officiel, France's official legal gazette.

This gives BOAMP authoritative status. It's not just a procurement portal; it's part of France's official legal publication infrastructure.

What contracts are published?

French procurement operates on a tiered publication system:

BOAMP mandatory:

• State and local government contracts above French publication thresholds
• Contracts between EUR 40,000 and EU thresholds (various publication options exist)

EU thresholds (also on TED):

• Services and supplies over EUR 143,000 (central government) or EUR 221,000 (local authorities)
• Works contracts over EUR 5,538,000

Below EUR 40,000, publication is not required, though some buyers publish voluntarily.

BOAMP vs PLACE vs TED

The French procurement landscape can be confusing. Here's the distinction:

• BOAMP: Official publication journal (mandatory notices)
• PLACE (Plateforme des Achats de l'Etat): Central government e-procurement platform for bid submission
• TED: EU-wide publication for above-threshold contracts
• Regional platforms: Various regional e-procurement systems (e.g., AWS, Achat Public)

BOAMP publishes notices; you submit bids through the buyer's designated platform.

Language requirements

French public procurement is conducted in French. Notices, specifications, and bid submissions are almost always in French. Some larger international contracts may accept English, but this is the exception.

For serious pursuit of the French market, French language capability is essential.
