Selling SaaS to governments in Europe: the measurement

Companion to the report of 16 September 2026 (v2.1). Every number in the report traces to a query or source listed here. This page keeps its technical vocabulary because its reader is the analyst reproducing the work.

Scope

Buyer markets: the 27 EU member states, Norway, Iceland, Liechtenstein, Switzerland and the EU institutions (registered to Belgian and Luxembourg buyer addresses). The United Kingdom is the benchmark.

Category: CPV 72 (IT services). Open Opportunities assigns a CPV code to every document in its enrichment pipeline; presence of a code is an internal pipeline check, not a source-supplied field.

Notice types: awards for demand and call-off counts; tenders and awards for vehicle identification.

Two aggregation calls (analyze_market), filters: release_tags = award, cpv_codes = 72000000, release_date 1 September 2025 to 9 September 2026, default value floor €1,000.

Call A, 18 countries (GB, IE, FR, DE, NL, BE, DK, SE, NO, FI, IT, ES, PT, AT, PL, EE, CZ, LU): 7,136 records, 4,981 valued. Scorecard method

The SME scorecard applies five two-point tests defined in the report’s scorecard chapter. Scores were assigned by the analyst from the facts above and the platform counts in the query section; no external ranking was used. Where a fact was missing the score defaults to the lower value and the evidence column says so.

Known gaps

  1. Supplier grouping. The aggregation endpoint returned validation_error: average_value expected number, received null when grouping CPV 72 awards by supplier_names for Denmark and Spain. The notable suppliers chapter is drawn from named notices only. A direct database query, or a fix that tolerates null averages in unvalued buckets, is needed.
  2. Slovenia returned no records at the exact code 72000000. A prefix query or a check of the Slovenian source's code assignment is needed before publication.
  3. No founding notice was located in the platform for Slovakia's MIRRI DNS, Czechia's DIA DNS, Portugal's AQ-Consultadoria TIC, Hungary's SWF25, Austria's BBG agreements or Poland's COI frameworks. Each should be found by TED reference before the report cites an OCID for it.
  4. Bulgaria, Croatia, Cyprus, Latvia, Malta, Iceland and Liechtenstein are classed "no central vehicle" on the basis that no central purchasing body publishes an IT services or SaaS vehicle; this was not verified against each country’s portal.
  5. Search-string counts undercount vehicles whose call-offs cite a reference number rather than a name (Italy, Germany) and overcount where the string is generic ("02.19").
  6. Norway has no central vehicle, so no founding notice or call-off count is given; its market size comes from the CPV 72 aggregation only.
  7. Belgium's federal G-Cloud is a shared infrastructure programme; whether private suppliers can list services on it directly was not established and it is not counted as an open vehicle. Poland's ZUCH is counted as open on the basis of its registration rules; its current supplier count and transaction volume are not published in any source found.
  8. The French €100k innovative-purchase exemption is cited from the analyst's knowledge of the 2018 and 2021 decrees and was not re-verified against Légifrance in this pass.
  9. Serbia is outside the CPV 72 aggregation because Serbian sources were not included in the country list; coverage of Serbian notices in the platform should be confirmed.
