Since April 2005, emda have been responsible for the management of the Business Link services in the East Midlands. The grants for the delivery of these services to businesses, currently held by five County based Business Link operators (BLOs), expire on 31st March 2007. emda has been reviewing the future provision of Business Link services in the East Midlands and has recently decided to enter into a relationship with a single organisation capable of providing a regional service based upon an Information, Diagnostic and Brokerage (IDB) model from April 2007. The new provider will be required to offer a range of Business Link services that are available to all eligible businesses throughout the East Midlands. Access to solutions from the public, private and voluntary sector support through the Business Link brand will help businesses start up, grow and thrive.Key features of the regional Business Link offer include:- Provision of a wide range of information services via the web, telephone and face to face meetings - Collection and provision of local information about funding, sectors, markets, and events. - Provision of access to other Government Department helpdesks (e.g. HM Revenue & Customs) - Impartial diagnosis of the businesses needs either by telephone or face to face meetings as appropriate - Independent Brokerage to appropriate business solutions - Provision of workshops and events as defined under the Business Link brand offer - Provision of the Universal Start Up Offer - Supporting the development of business to business networks - Promotion of innovation and technology development to high growth businesses - Use of the latest Information technology systems to improve business access, increase the information availability, allow self help and coordinate further business support offerings - On-going training and development of staff to ensure appropriate advice and guidance - High quality standards both internally and externally to ensure that business needs are addressed correctly - Provision of further front line staff to widen the offering and access to businesses and maintain local expertise and presence. The selection process for the new provider has just commenced and we are keen to hear from the organisations who are interested in being considered to provide the core regional Business Link services from April 2007. The first stage of the process (The Expression of Interest phase) will involve interested parties completing a Pre Qualification Questionnaire (PQQ). Please register your details to receive a copy of the PQQ on the Tenders and Vacancies page of emda's web site at deadline for submission of the PQQ is 12 noon, 25th November 2005.Once the PQQs have been assessed, a short list of organisations will drawn up and invited to present detailed business plans as part of their full priced Invitation To Negotiate submission. The intention is to select the new regional provider in March 2006
