Birmingham City Council invites organisations for the demolition and associated works including licensed asbestos removal, demolition and site clearance of Billesley Common Changing Pavillion, Yardley Wood Road, Billesley, Birmingham, B13 0TA
Due to severe vandalism it is considered that the 2 Storey former changing pavilion is no longer viable to repair and therefore identifies the need for demolition and site clearance. The building at present has been heavily vandalized and subject to several arson attacks. The works will require the safe removal of both licensed and non-licensed asbestos containing material from the structure in accordance with current legislation.
Contractors wishing to tender for this contract must have 2 years of audited accounts showing a minimum annual average turnover of £75,000.
A Public/Product liability insurance of £5 million and Employers Liability Insurance of £10 million must be provided.
It is anticipated the works will commence in September 2020 and be completed by October 2020.
The estimated value of the works is in the region of £55,000.00 to £85,000.00.
BCC will be using its e-tendering system (in-tend) for the administration of this procurement process and providers must register with the system to be able to express an interest. We will send you a log on and password so you can download the tender documentation. Requests to participate must be by way of completion and return of the tender documentation no later than 12:00 (GMT) on Friday 24th July 2020 using the Supplier Portal.
Tenders submitted after this time will not be considered. Contractors whose tender is under consideration may be required to submit further documentation in support of their tender. This documentation will be called for and should be provided within 7 days of the request.

Working safely during coronavirus (COVID-19) 6th July 2020
It is recommended that Contractors undertake a site visit to ascertain the existing conditions that could affect the demolition process and make sure that their tender price is sufficient to carry out the project safely. It is however a recommendation and not a condition of the tender, therefore if a contractor wishes to visit the site then they should read the following information and act on it accordingly.
Up to two open days have been assigned to view the site and building which will take place on Thursday 16th July and Friday 17th July 2020 between 9:00 am and 16:00 pm.
Contractors who wish to view BILLESLEY COMMON CHANGING PAVILLION must register their intentions by emailing mark.a.hill@acivicogroup.co.uk by 16:00 pm – Friday 10th July 2020.
A date and time slot will be allocated on a first come, first serve basis and contractors must not arrive before their pre-selected time allocation. THERE WILL BE NO OTHER OPPORTUNITY TO VISIT THE SITE OUTSIDE THESE DATES.
A maximum of two people will be allowed to enter the building and must adhere to all government guidelines including social distancing and the current Site Operating Procedures dated 18th May Version 4. The contractors will be asked to sign in and provide contact details (mobile numbers) whilst on site. No hand wash facilities are on site so each contractor must bring their own hand sanitiser.
Contractors will be responsible for providing their own PPE, should give consideration on how they decide to travel to site and ensure they keep 2m apart wherever possible. Parking facilities are available on site but are restricted.
Contractors must also leave the site promptly after their visit and any queries following on from the site visit must be directed trough the portal where they will be answered.
