This requirement will no longer be procured through Supply
Arrangement (SA) EV394-060010. For any potential bidders that
wish to be considered for this requirement, they must submit
their proposal by downloading the solicitation document and
amendment published herein.

The Request for Proposal will be the same version that was
originally forwarded to SA Holders. Any questions submitted by
SA holders will be answered through amendments.

REQUEST FOR PROPOSAL

HAZARDOUS WASTE DISPOSAL, DRDC SUFFIELD, RALSTON, ALBERTA
W7702-155689/A

Objective:

For the provision of disposal services of Neutralized and
Segregated Hazardous Material/Controlled
Goods Training Waste for Defence R&D Canada (DRDC) Suffield,
Ralston, Alberta. The contract period
will be from date of award to March 31, 2015 inclusive, with one
option year.

Collection and delivery of the waste to the disposal facility is
the responsibility of the Contractor.

Background:

Defence R&D Canada (DRDC) Suffield Research Centre conducts
research and training into the defence against chemical,
biological, nuclear and radiological warfare. DRDC Suffield uses
incineration as its primary means of disposal and has two small
scale incinerators located on site. However, the primary
incinerator was down for a number of years resulting in a large
volume of neutralized, segregated waste that would take years to
dispose of in the resident small scale incinerators. Given the
nature of the waste generated by training activities at DRDC
Suffield, industrial incineration will be the only means of
final disposal considered.

As mentioned previously, the waste has been typed and
segregated. There is no biomedical waste included with this
contract. All of the waste has been sorted and detoxified
according to industry best practices. There will be regulated
and non-regulated waste, involving the material identified below
and likely shipped as miscellaneous TDG. Most aspects of the
waste are considered controlled goods and therefore, the
potential bidder must be controlled goods certified or be in a
position to successfully attain controlled goods certification
as per the SACC clauses identified within the solicitation
document.

All waste is packed in 2 cubic foot boxes or hazardous waste
over packs. The 2 cubic foot boxes are stored in sea cans to
protect from the elements; however, are not on pallets or shrink
wrapped. The over packs are stored in a secure compound. There
should be no requirement for repacking of waste. There is no
loading dock located at the storage site; however, DRDC Suffield
can provide a forklift if needed. To assist with removal and
only if items are frozen into the ground, DRDC will put boxes on
pallets and move plastic bins.
