Description

Blood-glucose monitoring systems are in vitro diagnostic medical devices used to measure the concentration of glucose in the blood. Ketone Testing is used to diagnose Diabetic Ketoacidosis (DKA) in patients by quantifying the concentration of β-hydroxybutyrate in the blood.
Lot 1 (Blood Glucose and Ketone Testing) includes handheld meters, instruments,consumables and any other relevant product offering which can be properly described as providing blood glucose testing, as a minimum.
The Lot is divided into 2 product groups:
— Connected Blood Glucose and Ketone Meters and Consumables,
— Non-Connected Blood Glucose and Ketone Meters and Consumables.

Blood Gas Analysis is used to measure the amount of oxygen and carbon dioxide inthe blood.Arterial blood is typically used to carry out the analysis in adults. The test is commonly known as a blood gas analysis or arterial blood gas (ABG).
Lot 2 (Blood Gas Analysis) includes handheld or benchtop meters, instruments,consumables and any other relevant product offering which can be properly described as providing blood gas analysis, as a minimum.
The Lot is divided into two product groups:
— Cartridge-based Blood Gas Analysers.
— Non-cartridge Blood Gas Analysers.

Rapid diagnostic Test Kits are medical tests which are quick and easy to perform.These tests should be suitable to be performed at the point of care or near to the patient. They use a range of sample types to carry out the tests, including blood,serum, urine and through the use of a swab. These tests are suitable to be carried out by healthcare professionals.
Lot 3 (Rapid Diagnostic Test (RDT) Kits) are split into 3 product groups:
1) Pregnancy Tests;
2) Infectious Diseases;
3) Other Rapid Diagnostic Tests.
The Successful Tenderers are able to provide at least one of the following tests:
1) Pregnancy Tests- Pregnancy Test Kits;
2) Infectious Diseases- Influenza Test Kits- Strep A Test Kits- C. difficile Test Kits- RSV Test Kits- Enteric Test Kits- HIV Test Kits- Malaria Test Kits;
3) Other Rapid Diagnostic Tests- Hayfever Test Kits.
This is not an exhaustive list of the tests that can be offered within Lot 3.

Drugs of Abuse Test Kits allow professionals to make quick, informed decisions about substance abuse issues that could compromise the safety of patients, through the monitoring of a patient with a substance abuse problem or to screen patients to analyse the amount of drugs or alcohol in their system.These tests use urine or oral fluid as the sample. These tests are suitable to be carried out by healthcare professionals.
Split into two product groups:
— Drugs of Abuse Urine Cassette Test Kits.
— Drugs of Abuse Point of Care Analysers.

Urinalysis Testing is used as a screening and/or diagnostic tool to detect substances or cellular material in the urine. These are associated with various metabolic and kidney disorders.The rapid method allows organ function, status and response to treatment to be monitored near to the patient. This includes analysers, manual reagent strips and any other relevant product which allows urinalysis to be completed rapidly.
The Lot is divided into two product groups:
— Point of Care Manual Urinalysis Testing.
— Point of Care Urinalysis Analysers.

These terms include provisions requiring the payment by the supplier of an ABI management charge in consideration of the award of this framework agreement, the management and administration by HTE of the overall contract structure and associated documentation, as well as the requirement to submit regular management information to HTE.
Coagulation Testing is used to monitor and measure the effect of anti coagulation therapy for patients who have experienced abnormal blood clotting or are at high risk of developing clots.These analyse a patient’s whole blood or plasma to produce fast results which can be used to make quick decisions near the patient.
Lot 6 includes automated analysers, consumables and other products which allow the testing of anti coagulation therapy for patients.
The Successful Tenderers are able to provide an automated analyser which is able to test at least one of the following parameters (list not exhaustive):
— PT / INR.
— Glycoprotein llb/llla.
— P2Y12 — D-dimer.
— ACT.
The Successful Tenderers can provide all the required components, such as relevant equipment, assays, reagents and consumables, to carry out the required tests within the product offering.

HbA1c testing is carried out on patients with diabetes to monitor the long-term control of their diabetes. The test indicates the blood glucose level for the previous 2 to 3 months. A reduction in the HbA1c level, and any improvement of control, will have a beneficial effect on the patient to reduce onset and progression of complications which arise from uncontrolled diabetes.
Lot 7 includes analysers and any other relevant equipment, consumables or reagents which will enable the testing of HbA1c levels for a patient’s blood samples.
The Successful Tenderers can provide an automated analyser which is able to provide a measurement of HbA1c from a sample of whole blood or urine. The analyser may be benchtop or handheld.

Cholesterol testing is used to estimate the risk of developing a disease, specifically cardiovascular disease, rather than to diagnose or monitor.
Cardiovascular disease (CVD) includes heart disease (angina, heart attacks), stroke,and peripheral vascular disease (causing blocked circulation in the legs). The disease is due to hardening of the arteries or atherosclerosis. Therefore, cholesterol testing aids the evaluation of a patient’s risk of developing CVD and can then be used to recommend steps the patient can take to reduce the risk.
Lot 8 (Point of Care Cholesterol Testing) includes analysers and any other relevant equipment, consumables or reagents which will enable the testing of cholesterol levels for a patient’s blood samples.

Cardiac Marker testing enables myocardial infarctions and other conditions, which raise the levels of cardiac markers, to be diagnosed or monitored quickly providing real-time results at the site of care.
Lot 9 includes analysers and any other relevant equipment, consumables or reagents which will enable the identification of raised cardiac marker levels in a patient’s blood sample.

Multi Test Systems are able to provide a number of point of care tests which can be performed on whole blood, serum, plasma, urine or other samples for a range of testing areas.
Lot 10 includes analysers and any other relevant equipment, consumables or reagents which will enable the identification of more than one test parameter.

The terms and conditions of this framework agreement and any resulting call-off contract was appended to the ITT. These terms include provisions requiring the payment by the supplier of an ABI management charge in consideration of the award of this framework agreement, the management and administration by HTE of the overall contract structure and associated documentation, as well as the requirement to submit regular management information to HTE.
Lot 11 provides a system which is able to connect many point of care devices from various suppliers.The system will be able to provide support Participating Authorities with device management, operator management, quality control, training, accreditation and compliance.The system is required to connect to point of care devices from third party suppliers.The system is able to connect to third party supplier software to allow integration of all point of care devices.
As a minimum, the system will be able to monitor the following aspects of the Participating Authority’s point of care devices:
— System status.
— Remote configuration.
— Maintenance requirements.
— Software updates.
— Error management.

Lot 12 (Mini Competition and Managed Service for Point of Care Devices) will enable Participating Authorities to run mini competitions to award Suppliers that can meet their individual requirements, to access contracts which include Authority specific pricing and/or Managed Services for Point of Care Devices.
There is no limit to the number of suppliers that can be awarded onto this Lot.
Tenderers who were successfully awarded onto one of Lots 1-10 were automatically awarded onto Lot 12.
