The National Institute for Biological Standards and Control (NIBSC) is a Centre of the Health Protection Agency (HPA). NIBSC is the global leader in the field of biological standardisation, responsible for developing and producing over 90% of the International Standards in use around the world to assure the quality of biological medicines.
Specification and Scope of Works
NIBSC - HPA operates three freeze driers manufactured by Serail of France between 1997 and 2001. We now wish to upgrade the current Control Systems which include software, PC’s and network to versions compatible with Windows XP or a later version of Windows.
The existing control systems installed by Serail consist of Schneider TSX Quantum PLC’s with Modbus Plus communication protocol, interfaced with Wonderware InTouch V7.1 SCADA HMI software and SnagIT 7 image capture software, running on three PC’s operating Windows NT.
Quotations will be required for a basic upgrade and for options which would replace the PC’s with RAID 1 workstations, use a server to capture cycle data and allow reprinting of cycle reports when required, and provide remote access via the internet. A fourth PC/workstation would be required to provide up back up in case one of the primary units malfunctioned.
The three systems will need to be upgraded individually in turn and each one validated by NIBSC to demonstrate full operability before the next freeze drier is upgrade. This will maintain two freeze driers in operation throughout the process.
The contractor will be responsible to ensure that the current programme cycles are not compromised as this would require the contractor to revalidate all the current processes.
Applications are requested to design, install, and commission this upgraded control system.
