Buying Solutions (the "Contracting Authority") is putting in place a Pan Government Collaborative Framework Agreement for use by Public Sector Bodies (as identified at Section VI.3) and any future successors to these organisations. Users of the Framework Agreement will include but not be limited to the Highways Agency and Local Authorities (both as identified at Section VI.3).
The term "Traffic Management Technology" means the provision by the service provider of:
(a) goods, equipment and services that address the specific sector needs of Public Sector Bodies, as further defined by all the Lots definitions in Section II.1.8;
(b) outsourcing services for the goods, equipment and services defined in (a); and
(c) outsourcing services for the legacy goods, equipment and services which are covered by the scope of each lot, as provided by the Public Sector Body or its third party contractors.
Traffic Management Technology encompasses all forms of traffic (including vehicles, cycles, pedestrians, or similar forms of traffic) on or in proximity to any public space, areas permitting a public right of access or public highway (including motorways, roads, tracks, paths or similar forms of public access).
Buying Solutions requires Traffic Management Technology solutions which will meet the commercial and technical requirements of small, medium and large Public Sector Bodies across the whole of the UK.
The Framework Agreement will be let for 4 years.
Suppliers may bid for one, more than one, or for all Lots; and must have a comprehensive solution capability specific to each of the Lots against which they wish to tender.
Buying Solutions reserves the right for an electronic auction to be held by Public Sector Bodies during further competition among the parties to the Framework Agreement(s).
