The purpose of this tendering exercise is to establish a Framework Agreement between Staffordshire County Council (“the council”) and adult social care providers for the provision of Employment Support for clients of the Councils Directorate for People with a Learning Disability. The Council intends to begin to offer work to those adult social care providers who are successfully admitted to the Framework Agreement with effect from 1st September 2013 by way of direct call-off. The Council hopes to achieve the following impacts through this Framework Agreement:
1 Real Jobs where people with a Learning Disability have the opportunity to earn equitable wages and other employment-related benefits;
2 Development of new skills for people with a Learning Disability;
3 Social and economic inclusion;
4 Promotion of self-determination, choice and independence;
5 Enhanced self esteem;
6 Increased consumer empowerment;
7 Increased quality of life where people are treated fairly and with respect;
This service is divided into 8 geographical Lots to provide Employment Support in;
• Lot 1 - borough of Stafford
• Lot 2 – borough of Newcastle
• Lot 3 - district of Staffordshire Moorlands
• Lot 4 – borough of East Staffordshire
• Lot 5 - district of Cannock Chase
• Lot 6 – district of Lichfield
• Lot 7 - borough of Tamworth
• Lot 8 - district of South Staffordshire
Bidders may tender for one Lot or multiple Lots together.
Successful tenderers will be required to deploy staff to provide employment support that has a high level of expertise. Employment Support will include without limitation, the provision of support to individual Service Users with a range of needs.
It is estimated that the Contract will commence in September 2013. However this may be reviewed during the tender process and the actual start date will be confirmed with the successful tenderers. The Council will appoint successful tenderers (“the providers”) to join the Framework Agreement. The Providers will be expected to remain members of the Framework Agreement throughout its duration. This Framework Agreement will commence on the date of the acceptance of a tender by the council. Once formed the framework will remain in force up to and including 31st March 2016, unless it is otherwise terminated whether in accordance with the Conditions of Contract or otherwise. However the Council will also have the option to extend the term by up to one (1) year should it wish to do so.
