Sideways-force Coefficient Routine Investigation Machine (SCRIM) is the Highways
Agency's (HA's) method of assessing and monitoring skid resistance in accordance with
a set standard 'HD28 Skid resistance'. This Skid Policy Standard describes how the
provision of appropriate levels of skid resistance for trunk roads will be managed.
It also details how measurements of skid resistance are to be made and interpreted.
For the purpose of this Arrangement, the Network has been split into 4 Regions plus a
series of Benchmark Sites. Each region, and for the Benchmarking aspect, will be
awarded as separate Lots within the Arrangement. Suppliers will be able to express an
interest in any or all lots, but the HA intends to invite contractors to bid for no
more than 2 lots. The HA reserves the right to invite suppliers for more than 2 lots
to provide competition. However, the HA may instruct services to be delivered for any
region.
