The Highways Agency has a requirement for a Term Arrangement under which there will be 8 Contracts for the supply of Consultants to advise the on spatial planning issues including development proposals affecting the Strategic Roads Network (SRN) in the Government Office (GO) regions of the (1) East of England, (2) East Midlands, (3) North East Yorkshire & Humberside, (4)North West, (5) South East & London, (6) South West, and (7) West Midlands, together with a Lot (8) for the Network Planning and Performance Division (NPPD) Birmingham. Other Contracting Authorities in the above regions may make use of these services on other routes of transportation mediums. An outline of the requirement, is the provision of consultancy services to give advice/support on spatial planning issues, including development proposals affecting the SRN to planning teams in the seven regional offices of HA’s Network Operation Directorate which cover areas of England defined by the GO regions save the North East Yorkshire & Humberside and South East and London which have been combined to form two hybrid regions for administrative/operational purposes. The NPPD require advice on spatial planning policy and procedures. However the HA may instruct services to be delivered for any HA region or for the NPPD, when, but not limited to poor performance or conflicts of interest. The main aim of the Arrangement is: to safeguard the interest of the Agency and Secretary of State for Transport, or any other public body using the Arrangement in terms of traffic, but not limited to, performance, safety and environmental impacts on the SRN caused by any proposed Development Plans and other Plan Documents and planning applications; to ensure the aims and objectives of the Secretary of State are met to deliver regional investment strategies for the SRN and obtain best value from the Agency's budget; to facilitate sustainable development in accordance with the HA’s Strategic Aim and the Spatial
