The primary aim of this project is to develop an evaluation framework for the Common Fisheries Policy (CFP) so that the impacts of the recent reforms to the CFP can be evaluated in future years. This evaluation will then be used to assess what further reforms may be needed when the next CFP is negotiated. Through the development of the evaluation framework for the CFP this project will also provide a guidance note for developing evaluation frameworks for large and complex interventions with a European dimension, helping to show what types of evaluation are best suited to different situations, how to
establish counterfactuals and how to better utilise mandatory data collection for evaluations. It will also provide a framework for considering how evaluation resources should be prioritised where there are a wide range of evaluations to be undertaken. This methodology will be used more widely within Defra to establish evaluations of large European policies.
