In accordance with Section 25(2) of the Children (Scotland) Act 1995 and the Looked After Children (Scotland) Regulations 2009 Glasgow City Council (GCC) must provide access to appropriate and adequate accommodation and support for a Child or Young Person (CYP) in order to safeguard and promote his/her welfare. CYP can be looked after in a variety of alternative placements, including foster care, that meet the assessed needs of the child. In accordance with procurement requirements to re-tender Foster Care Services, GCC will seek to implement a new Framework Agreement that seeks to consolidate all purchased Foster Care placements, and streamline the complex financial arrangements that currently exist. Accordingly we will seek to roll up all current and new contracted places within our designated service categories for existing purchased placements where providers are awarded a place in this framework. Three service categories shall form the resultant Framework Agreement of this tendering exercise, as follows: 1) Standard Placement: A Standard Placement will be such that any additional supports required to maintain all aspects of a child’s wellbeing will be accessed from mainstream universal services i.e. health, education, or those directly available from the Provider as part of their standard service package. 2) Enhanced Placement: An Enhanced Placement will acknowledge the need for specific additional supports for a time limited period. These will include an intensity of professional support for each placement, equipping carers with the skills, training and expertise to manage complex needs as well as difficult and challenging behaviour. It is likely the CYP will have experienced multiple previous placement disruptions and will require a close level of supervision and intensive and regular input of educational, therapeutic and social or emotional support. Each placement will aim to provide stability and continuity for CYP throughout the duration of the placement. 3) Solo Placement: A Solo Placement, as well as encompassing the characteristics of an Enhanced Placement will also require the CYP to be the only “looked after” child in the foster carer household. A key emphasis of the placement is “safeguarding” and will necessitate the carers being very experienced and suitably trained and skilled to care for and support the CYP. The majority of services commissioned under the Framework Agreement would preferably relate to placements located within the City, or within a 20 mile radius of the city, however, there will be occasions that placements are also located elsewhere. This Framework Agreement is expected to commence in June 2016.
