Westminster City Council ('City Council') seeks expressions of interest from contractors for a contract to receive, treat, reprocess and market (the processed outputs of) Food Waste collected by the City Council for a period commencing on 0600 hours on 16 September 2016 and ending on 31 March 2020 (with an option to extend for a period or periods up to a further 4 years in aggregate (a total possible services period ending on 31 March 2024). It is estimated that the City Council will require the appointed contractor to receive, reprocess and market between 1,500 and 15,000 tonnes of food waste per annum. Such waste shall include that collected by the City Council predominantly from commercial customers but also from other sources within its administrative area. The appointed contractor must therefore be capable of accepting not less than 15,000 tonnes of the City Council's Food Waste waste per annum. Currently 1,500 tonnes of food waste is collected per annum. It is expected but not guaranteed that the amount of food waste collected for reprocessing will increase in the contract period in an effort to meet the municipal waste targets established for 2020. It is not intended that the City Council will guarantee any minimum tonnage but the Contractor will be given exclusivity over the Food Waste waste stream. The appointed contractor shall provide delivery points within a 35 minute drive by LGV in moderate traffic from the central London landmark, Marble Arch, London (the exact border will be shown by a red line plan issued with the Invitation to Submit Final Tender (‘ISFT’) so there is no doubt). The contract is being procured to assist the City Council in meeting its obligations under relevant EU directives, applicable legislation and the Mayor of London and the City Council’s ‘Municipal Waste Management Strategy’.
