It is intended that the draft Single Use Carrier Bags Charge (England) Order will be laid in Parliament in December 2014. Subject to Parliamentary approval the Order will require retailers with 250 or more employees to charge a minimum of 5p for unused single use (lightweight) plastic bags used for taking goods out of shops or for delivering them.

Subject to Parliamentary approval the Order will be made under powers in the Climate Change Act 2008 and is expected to come into effect on 5 October 2015.

The requirement is to make available training to local authority trading standards officers who will enforce the charging scheme. The training needs to be consistent with the legislation and Defra’s retailers’ and local authority guidance
