The Government is taking a Bill through Parliament to create a payment scheme to support those who contracted Diffuse Mesothelioma at work through employer negligence or breach of statutory duty, but who cannot bring a claim for damages against the employer or employer’s insurer because sufficient records do not exist to trace them. The scheme is being funded by a levy on active Employers Liability Insurers, therefore needs to operate as close to cost as possible. The scheme will be open to eligible individuals with mesothelioma and eligible dependents also.
The commercial requirement is to secure a supplier(s) to deliver the Diffuse Mesothelioma Payment scheme for the Department for Work and Pensions (DWP).

Based on the indicative volumes above the current estimated value of the contract is
between £2m and £2.7m. PLEASE NOTE: THESE FIGURES ARE AN ESTIMATE AND SUBJECT TO CHANGE.
This contract will be for the use of the Department for Work and Pensions (DWP), its
Executive Agencies and those Non-Departmental Public Bodies (NDPBs) sponsored by DWP.
The contract shall be awarded from January 2014 to 31 March 2017 with an option to extend for a period of up to 2 years. This allows for an initial set-up period and 3 year operational period. The operational start date will be 1 April 2014 with the Scheme Administrator making the first payments from July 2014.
