The Northern Ireland Executive has asked the Department for Employment and Learning (DEL) to take the lead in developing a cross Departmental strategy to reduce those young people who are in the NEET category. The draft strategy can be viewed at:
The suggested strategic focus of the strategy is in two interlinked parts. It is designed as an integrated package of active measures;
- to prevent young people becoming NEET; and
- a focus on re-engaging those young people 16-19 who are already in the NEET category and at most risk of remaining there.
However to achieve this, better information is required on the composition and outcomes for those who fall into the NEET category: this issue was addressed in some detail in the NEET Scoping Study http://www.delni.gov.uk/es/scoping-study-young-people-not-in-education_-employment-or-training-neet.pdf published by DEL in 2010.
The Scoping Study indicated that “consideration should be give to introducing a method of tracking young people who are not in education, employment or training within Northern Ireland”, and outlined what had been achieved in this regard in other parts of the UK and in the Republic of Ireland.
