The Department for Employment and Learning (DEL) requires a service provider to conduct a scoping study to examine the potential options to undertake a skills benchmarking study and to identify best practice in international skills benchmarking. The scoping study will look at the potential to benchmark our performance against other regions and to assess the Department’s performance and its associated impact on productivity and employment against other small, open, developed, knowledge based, and export focused economies.
Subject to the outcomes of this study it is the Department’s intention to establish, maintain and regularly publish a set of skills data which will make comparisons between Northern Ireland’s performance and a number of other small, open, developed, knowledge based, and export focused economies. It is anticipated that this analysis would be undertaken annually without onerous cost implications.
The impetus for this study is to inform and to contribute to the Department’s Success through Skills Strategy. The intention is that the outcome of this research project will inform the Department’s policies in relation to employment and skills.
