Innovation in the wider economy is essential for growth and improving standards of living. We need to understand where Defra is creating opportunities and barriers to innovation in the wider economy. For this, we need to understand the innovation system in some key areas: how knowledge is formed and taken up, the incentives to innovate in different markets. An innovation system describes the flow of technology and information among people, enterprises and institutions and the interactions required to turn an idea into a commercial process or product. This includes money, talent, knowledge assets, structures and incentives, the broader environment and Innovation outputs.
