Rural Proofing is defined as the process which ensures that all relevant Executive policies are examined carefully and objectively to determine whether or not they have a different impact in rural areas from that elsewhere, because of the particular characteristics of rural areas: and where necessary, what policy adjustments might be made to reflect rural needs and in particular to ensure that as far as is possible public services are accessible on a fair basis to the rural community.
A training programme has been developed for NICS policy makers to be delivered by CAL (Centre for Applied Learning) and there is the opportunity to utilise a rural subject matter expert in the delivery to increase the effectiveness of the training.
The training has been designed not only to increase knowledge and competence on the new rural proofing procedure but will also allow for interaction with a subject matter expert to raise awareness of the issues faced by rural communities.
SCOPE OF CONTRACT
The purpose of this tender is to secure the provision of a skilled facilitator experienced in rural issues to act as a rural subject matter expert in the delivery of an ongoing training programme.
