The Managed Service is for the Department of Finance and Personnel’s (DFP) Central Procurement Directorate (CPD). The purpose of the Managed Service is to provide an online Construction Project Performance Evaluation application that will be used by CPD and other Northern Ireland Public Sector Organisations (see Annex B). CPD will act as the lead administrator within the Organisations.
As part of the Policy Framework for Construction Procurement, CPD and other public sector organisations are required to record, benchmark and report an agreed set of Key Performance Indicators (KPIs) for construction projects. Organisations are also required to record and report the sustainability objectives, delivered as part of these contracts in line with the Programme for Government objectives, when procuring construction works, supplies and services. Public sector organisations have also agreed through the Buildsafe-NI construction initiative to monitor the Health & Safety performance of contractors.
