Consultancy services to support the learning and development of staff employed by the institutions, agencies and bodies of the European Union.
This contract is divided into 8 lots as follows:
lot 1: team of experts in the field of European and international affairs, governance and EU law;
lot 2: team of experts in the field of policy development and strategic management;
lot 3: team of experts in the field of negotiation;
lot 4: team of experts in the field of professional communication;
lot 5: team of experts in the field of finance, auditing and internal control;
lot 6: team of experts in the field of human resources;
lot 7: team of experts in the field of document and information management;
lot 8: team of experts in the field of technical services and specialised skills.
For each lot listed above, the experts in each field must have a level of communication skills that will ensure that their knowledge and know-how is successfully passed on. The services required will be provided in English and French and cover the following services:
— identifying the training requirements and objectives of the target audience,
— developing learning pathways,
— compiling appropriate learning materials such as self-learning manuals, developing and selecting learning resources to be made available online,
— developing and coordinating training activities such as face-to-face courses, e-learning modules; conferences, blended learning, virtual classes, simulations,
— designing and implementing projects to support informal and on-the-job learning, such as coaching, mentoring and job shadowing, short-term secondments, study visits, etc.,
— designing performance indicators to assess the activity's effectiveness and impact; level testing, as well as monitoring and evaluation tests,
— individual or collective support, either online or via other means – coordinating communities of practice, virtual classrooms, etc.,
— administrative support: managing participation in training events,
— accessing the contractor's training catalogue and services (optional).
In accordance with Article 134(1)(f) and (3) of Commission Delegated Regulation (EU) No 1268/2012 of 29.10.2012 on the rules of application of Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council on the financial rules applicable to the general budget of the Union, the contracting authority may use the negotiated procedure for awarding contracts consisting in the repetition of services similar to those entrusted to the economic operator awarded the initial contract. This procedure can only be applied during the performance of the initial contract and for a maximum period of 3 years following contract signature.
