The discipline of Laboratory Medicine involves the diagnosis of disorders, treatment monitoring and research into the causes of, and cures for disease. It is estimated that 70-80 % of clinical decisions are informed by the results of laboratory tests.Central Manchester University Hospitals NHS Foundation Trust (CMFT) has one of the largest Laboratory Medicine Directorates in the United Kingdom receiving approximately 2.5 million samples per year and performing over 7.5 million tests servicing CMFT, GP and Primary Care. Additionally CMFT provides regional services to support >40 laboratories across the North West and conducts some tests on a national basis.CMFT is seeking with a start date of 1.9.2014 to award to a fully Managed Pathology Service Contract for the provision of (and not limited to) Biochemistry, Haematology, Blood Transfusion, Coagulation, Immunology, Viral/Bacterial Serology and Molecular Microbiology Diagnostic testing. Possible variants to the contract include Cellular Pathology (Cytology and Histopathology), Genetics, Molecular Diagnostics, Point of Care Testing (POCT) and Microbiology. The provider will also be expected to novate where appropriate, existing suppliers into the awarded managed service contract including (but not limited to) Single Laboratory Information Management System.The provider's solution should:1. Support a Pathology hub and spoke infrastructure providing flexible and scalable solutions for both the current laboratories at the hub site and with current spoke laboratories at Trafford.2. Be supportive of any future developments within Greater Manchester due to creation of further spoke laboratories within the life of the contract.3. Support the provision of the highest quality service that meets National and Clinical standards.4. Delivers financial efficiencies whilst enabling continuous service improvements.5. Enable cross disciplinary solutions and facilitate appropriate skill mix.6. Maximise current, anticipated and potential developments in analytical technology.7. Make best use of existing space and environment.We understand that HMRC are currently undertaking a review of VAT recovery under Contracted-Out Services Headings 31 and 45 with an aim of tightening conditions for VAT recovery. The successful supplier would be expected to work with the Trust to ensure VAT recovery is possible under any changes in application of VAT regulations. It is the Trust's intention to maximise VAT reclamation opportunities.Following the issue of the PQQ and subsequent short listing of suppliers CMFT will hold a Bidders day to outline both the expected goals and the nature of the procurement process. The contract is due to run for an initial 120 months with the option for the Trust to extend by up to 60 months.
