Provide an impartial and independent service, which enables children and young people to make representation to the local authority either as individuals or collectively through an advocate or by being supported and empowered to make self-representation or collective representation.
Provide advice, information and representation for children and young people who are looked after by the authority either in placements provided within the authority or by independent sector providers of accommodation and care for children and young people.
The Service Provider will provide an Independent Visitors scheme with:
? Twice yearly advertising and recruitment
? Twice yearly delivery of a training programme
? Provision of information to young people through the reviewing system and information leaflets
? A planning/advisory group including young people and develop a ?matching? process for volunteers/young people
It is anticipated that these placements will be outside the Authority and may involve travelling the expenses for which are covered in this contract.
Children and young people referred to the service must have an appointment for a matching exercise with a volunteer no later than 20 working days after the referral has been received.
