The Tenderer is invited to submit a Tender for the carrying out of an Environmental Risk Assessment of a legacy landfill site located at Letterbane, Scotch Corner, Co. Monaghan.
The Environmental Risk Assessment shall strictly follow the approach set out in the EPA’s document, “Environmental Risk Assessment for Unregulated Waste Disposal Sites. It will consist of Tier 2 “Site Investigation and Testing” and Tier 3 “Refinement of CSM and Quantitative Risk Analysis” phases.
The results of the Tier 2 and Tier 3 phases will inform the development of the Site Specific Remediation plan, which will provide an option or options for any remedial works required to remove or mitigate any potential environmental risks identified. The Consultant shall identify the preferred solution. This Remediation Plan (if remediation is required) must be costed to facilitate planning and implementation of the Remediation Stage.
The Tenderer will be required to carry out an Appropriate Assessment Screening and prepare any necessary Natura Impact Statement.
The Risk Assessments will provide the basis for the Monaghan County Council’s application for a Certificate of Authorisation to the EPA as required under S.I. No. 524 of 2008 Waste Management (Certification of Historic Unlicensed Waste Disposal and Recovery Activity), Regulations, 2008..
Particular attention of the consultant is drawn to Section 2.3 of the Code of Practice which sets out the Experience and Qualifications necessary to carry out such risk assessments.
